The very important remarks emphasized by Mr. Hikmet Hajiyev, Assistant to the President of the Republic of Azerbaijan – Head of the Foreign Policy Affairs Department of the Presidential Administration, in an extensive interview with the Turkish media, rapidly found their way into the global media. In the extensive question-and-answer session, he particularly expressed the fact that Azerbaijan is caught between two wars and is pursuing a highly tense security policy in the following words: “Geopolitically, the situation in our region is very difficult. 200 km south of Baku, there is a war between Iran, the United States and Israel. 200 km north, the Russia-Ukraine war is continuing.” “… our brothers live on the other side of the border, on the other side of the Araz River. First, the freedom and sovereignty of our territories are fundamental principles for us. Second, Azerbaijan will never allow intervention in a neighboring country from its territory. Third, we have a duty of loyalty there. Those living on the other side of the border, as I said… are our brothers.”
In the meaning of the words listed by Mr. Hajiyev, not only geographical borders but also, in diplomatic terms, the North-South factor and the Türkiye factor stand out within the geopolitical reality of the South Caucasus and the Middle East.
Pointing to the gateway opening toward the geography of South Azerbaijan, where millions of Azerbaijani Turks live, he emphasizes that every political, security and humanitarian development occurring in the region constitutes a matter of national security for Azerbaijan. In his words, the strategic “One nation–two states!” existing between Azerbaijan and Türkiye stands out as the most important factor for peace and peaceful life in the region. The essence of this cooperation emerges as a factor of strength not only for both states to protect their national interests, but also for the protection of the Turkish presence in neighboring borders.
“Where Türkiye is not at the table, Azerbaijan is there; where Azerbaijan is not at the table, Türkiye is there.” Behind this meaningful expression voiced by Mr. Hikmet Hajiyev, the will of two independent states for strategic cooperation also clearly manifests itself.
Naturally, the geopolitical position of South Azerbaijan must also be considered precisely within this strategic framework. The rights, security and right to life of the millions of Azerbaijani Turks living in the region must certainly be placed at the very center of this strategy and should be regarded as a guarantee of a long-lasting environment of peace, life and mutually respectful cooperation in the South Caucasus and the Middle East.
For this reason, the emphasis placed by Mr. Hikmet Hajiyev on the “two borders” issue should be followed, observed and examined from a geopolitical perspective.
